Son of James Oliver and Annie Oliver nee Bailey of Bay Street, Croydon, NSW.
Brother of Frederick Thomas Oliver who returned to Australia on 20 February 1919 having served with the 4th Battalion and William James Oliver who return to Australia on 5 July 1919 having served with the 5th Machine Gun Battalion.
On 12 January 1919 Harold married Hilda May Springbett in the Parish Church, Harborne, England. R. Creed Meredith, assistant priest officiated.
