Tom Bell was the son of John and Janet Bell of Blakney Creek, near Dalton in the Gunning District of the Upper Lachlan Shire of NSW. He had a younger sister named Emily.

Thomas Bell, known as Tom, was born in 1883, the 5th child of John and Janet (Bush) Bell of Blakney Creek. It is said that Tom tossed a coin as to whether he would get married or go to war. He subsequently enlisted in the Australian Imperial Forces.
There were eight children born into the family as follows: Janet b 1870, John Arthur b 1873, Clara Jane b 1876, Amelia Eleanor b 1879, Thomas William Leslie b 1883, Edith Emily b 1886, Elsie b 1888, James b 1891. John Bell (father) was of aboriginal descent, thought to have descended from the "Pajong" or Fish River tribe. Reference 1.
