Herbert was the eldest of seven children of Herbert William Rigg Snr (born 1870 in England) and Marjorie Migro (born 1873 in Wallan, Victoria). Herbert Snr and Marjorie married in 1895 at Ararat in Victoria, and relocated to Western Australia, settling at Wokalup where Herbert Snr was a Laboure before becoming a Settler/Farmer.
Herbert Jnr was sixteen years of age when he took an apprenticeship with the WA Government Railways in 1912 and relocated to East Midland where he was an Apprentice Carpenter at the Railway Workshops. In 1916 he enlisted with the AIF and served as a Private (Service No:15977) with Army Medical Corps, 3rd Australian General Hospital and 8 Field Ambulance. He was Discharged in September 1919. Brother Augustus (Service No:752) and Brothers-in-Law Philip Hardy (Service No:4344), Leo Hardy (Service No:4030) and Basil Hardy (Service No:2669A) also served in WWI, and nephew Joseph Basil Hardy (Service Nos:WX27095/W80330) served in WWII.
Returning to Perth, WA and work as a Carpenter, Herbert married Bertha Mary Hardy (born 1894 in Fremantle, WA) in 1922 in Perth - Bertha had worked as a Clerk. Herbert and Bertha lived at Maylands and Balkatta before settling in Mount Hawthorne, and Herbert worked as a Carpenter until his Death in 1960. Bertha died in 1957.
