Born in 1899 at St Mary's in Tasmania, Bill was the eldest of nine children of Charles Binns (b1867 in Fingal, Tasmania) and Georgenia Lavenia Dunn (b1870 at Fingal, TAsmania). Charles (a Labourer) and Georgenia married in 1898 in Fingal, Tasmania. In 1915 Charles was a Labourer with Don Tramways Works in Devonport when he abandoned his wife and children and left for QLD, where he worked as a Labourer in Mackay and Charters Towers.

He then worked as a Labourer in Evandale, and in 1940 in Launceston he married Harriet Pearl Hodgetts (b1905 in Launceston, Tasmania). Bill and Harriet settled in Launceston where Bill worked as a Labourer. Bill died in 1971 and Harriet in 1994.
