Son of Hugh Quinn and Elizabeth Quinn of Clarke Street, Northcote, Victoria formerly of Adelaide, SA. Following the death of his parents the next of kin was changed to his sister E.M. Cope of Chatsworth Road, East Prahran, Victoria. 

Prior to enlisting he had been a prominent member of the Abbotsford Swimming Club.
