Percy's parents were Samuel Benjamin Barlow and Catherine Lambert. Percy attended North Pine State School. He married Rose Beatrice Brook in 1905 in Brisbane. Percy was the second oldest of seven children, and enlisted July 1915 in Brisbane. His younger brother Stanley Neville Barlow [1516] had enlisted the year before in 1914. Percy was wounded in action in France and he returned home to Australia in 1917. He lived with his wife at Enoggera and his occupation was a carter. He died aged 78. Percy's brother Stanley was killed.
