William was the second of five children of Thomas Henry Cowie (born 1872 in Launceston, Tasmania) and Charlotte (Lottie) Aldred (born 1877 in Coonoor in India. Thomas, a Farmer, and Lottie married in LeFroy, Tasmania in 1895 in LeFroy, Tasmania. Following Lottie's death in 1905, Thomas remarried Elizabeth Ann Owen (born 1877 in Georgetown, Tasmania) in 1907 and the family settled in Beaconsfield in Tasmania.
William was working as a Labourer in Beaconsfield, Tasmania when he enlisted in the AIF in 1917. He served as a Private (Service no: 3304) with 8/40th Battalion and was WIA in France in 1918.
Following his Discharge in March 1919, William returned to Tasmania where he was a Farmer at Geeveston when he married Eileen Bridget Ryan (born 1897 in Franklin, Tasmania) in 1921. William and Eileen settled in the Franklin Region, where William worked as a Labourer, before the family moved to Hobart where William was a Factory Hand in the 1940s. By 1963 William was Post Master in Hobart
