Born in Brisbane QLD in 1889, James was the seventh of eight children of Richard Clifford Bartlett (b1845) and Jane Smith (B1846 in Georges Plains, Bathurst NSW). George (a Plasterer) and Jane married in 1883 in Bathurst NSW and were briefly in QLD in the late 1880s before returning to Bathurst NSW by 1890. Richard and Jane moved to Perth WA where Richard worked as a Plasterer, and Jane died in 1900.

James worked as an apprentice to his father for five years, and was a Plasterer in Perth WA in October 1916 when he enlisted in the AIF. James served in France (Private; Service No:7457) with 16th and 44th Infantry Battalions. He was WiA in France (August 1918 - BW severe to right leg) and Discharged in August 1919.

Returning to Perth WA, James was working as a Plasterer in 1923 when he married Henrietta (Hetta) May Bowden (b1891 in Melbourne Victoria) - Hetta was a Dressmaker. James and Hetta settled in Subiaco Perth WA, where James worked as a Plasterer and Hetta as a Dressmaker. They both died in 1967 - Henrietta in June and James in July.
