Charles Jnr was the fourth child of Charles Edward Parkin JP (born 1851 in Yorkshire, England) and his second wife Anne (Annie) Burns (born 1862 in Ireland). Charles Snr was a Master Mariner when he immigrated to Melbourne, Victoria where he married Annie in 1888. By 1895 the family had moved to Rockingham in WA where Charles Snr was in charge of Timber Operations for Millars Timber and Trading Coy. He was appointed Chair of the Rockingham Road Board, was a Justice of the Peace, and worked as a Wharfinger in Rockingham. In 1909 he married his third wife - Annie returned to Victoria - and the children remained in Western Australia.

Charles Jnr was boarding in Midland Junction, WA and working for WA Government Railways as a Junior Labourer with the Locomotive Department when he was given leave to enlist in the AIF. Charles was seventeen years of age and put his age by four years to enlist in September 1915. He also stated in his Attestation Papers that he was a Boilermaker and that both parents were Deceased - his father later wrote to the Army informing of his correct age. Charles served as a Private and Driver (Service No:9493) with 16th Battery and 6th Field Artillery Brigade and in 1917/1918 was attached to No 2 Command Depot as Lance Corporal (he reverted to Driver when he rejoined his unit). In 1918 Charles applied to be accepted as a volunteer for munitions work, and was rejected. He returned to Australia in 1919. Brother-in-Law Henry (Tim) Ernest White (Private, Service No:4941) also served in WWI.

Charles returned to Midland Junction in WA and work with the WA Government Railways as a Trainee Locomotive Painter. By 1924 he was a Locomotive Painter at the Midlands Railway Workshops and living in Perth. In 1941 Charles married Ivy Grace MacDonald (nee Carruthers, born 1912 in Perth, WA). Charles and Ivy Divorced in 1948 and Charles was living at Mt Hawthorn in Perth and working as a Garage Employee in 1950 when he married Edwina May Lake (nee Mudge, born 1909 in Wagin, WA).

Charles and Edwina lived in South Perth, where Charles worked as a Painter until his death in 1965. Edwina died in 1996.
