Richard was the second of four children of Thomas John Patrick Toohey (born 1889 in Bourke, NSW) and first wife Elizabeth Williamson (born 1890 in Charleville, QLD). Thomas and Elizabeth married in 1917 in Charleville, QLD and lived at Kyabra, QLD before moving to the Tibooburra Region via Broken Hill in NSW.

Born in Toowoomba, QLD, Richard was fourteen years of age when his mother died. He was working as a Station Hand at Plympah Station at Tibooburra via Broken Hill, NSW when he enlisted in the Army at Wayville in South Australia in 1941. Richard served as a Private (Service No:SX14441) with 2nd 10th Infantry Battalion in New Guinea (21/12/1942 - 12/3/1943 and 24/9/1943 - 3/8/1944) and in Borneo (29/5/1954 - 13/11/1945). He was Discharged in January 1946.

A Grazier on Oakdale Station via Broken Hill, NSW, Richard married Lorraine Jean McKinnon (born 1920 in Broken Hill, NSW) in 1956. Lorraine had served with the RAAF in WWII (Corporal, Service No:96837). Richard continued to run Oakdale Station until his detah in 1990. Lorraine died in 2000.
