Tom was the eldest of four children of Thomas John Patrick Toohey (born 1889 in Bourke, NSW) and Elizabeth Williamson (born 1893 in Charleville, QLD). Thomas Snr was working as a Mail Contractor in Charleville in 1917 when he and Elizabeth married. They settled at Thargominda in the Maranoa in QLD where Thomas Snr was a Station Manager and buckjumper. They moved to Tibooburra near Broken Hill, NSW where Thomas Snr was a Grazier, owning Pyampah Station. Following Elizabeth's death in 1932 Thomas Snr married Ethel Maud Seymour (born 1898 at Wyalong, NSW). Ethel - a Hostess at the Australia Hotel prior to her marriage - was accused of murdering Thomas Snr with strycchine in 1941 - the charge was dismissed.
Tom enlisted in the Army in November 1939 and was a Private (Service No:SX1606)with 2/10th Infantry Battalion when he was Discharged in July 1943. Tom's three younger brothers also served in WWII.
In 1949 Tom married Catherine Lorna Blore (nee Smith, born 1921 in Tibooburra, NSW) and they settled at Thargoninda in QLD before moving to Miriam Vale, QLD where Tom was a Grazier. In the mid 1970s Tom and Catherine moved to Bundaberg where Catherine died in 1998 and Tom in 2009.
