Son of Austin Alexander Folwell and Ellen Mary Folwell nee Fergusson of Victoria. Brother of William Folwell, Matthew Folwell, Thomas Folwell, Ruby Jane Folwell, John Folwell who returned to Australia on 3 September 1919 having served with the 4th Light Trench Mortar Battery; and James Joseph Folwell who returned to Australia on 29 August 1915 having served with the 4th Battalion
