Son of William O'Meara and Sarah O'Meara nee McElgunn of Koornalla, Traralgon, Victoria. His brother who was killed in action has no known grave and his name appears on the V.C. Corner Australian Cemetery Memorial 17
Prior to enlisting Francis had been a member of the Koomala Rifle Club.
Commenced return to Australia on 1 April 1919 aboard HS Shropshire as an invalid disembarking on 16 May 1919
