Leslie was born in 1900, son of Frederick Milgate and Rhoda Phoebe Skilbeck.
He married Ruby May Coleman in 1923, they were divorced in 1936. Their only daughter Rita Milgate died in 1950.
He married Mavis Muriel Drury in 1940.
