Noel was born at Grafton on February 27th 1921, eldest son of Gordon and Elsie Fischer and brother of Joan, Ronald and Ivan. Following his education at Grafton and Alumny Creek he worked on the family farm.

Noel was blind in his right eye from birth, therefore declared unfit for military service. However, after persistent efforts to enlist, he was finally accepted to serve in non-combat roles. Apparently, Noel had other ideas. After basic training in NSW and later training in jungle warfare at Ravenshoe, Queensland, he embarked at Townsville with the 2/10th Battalion, arriving in Port Moresby on August 12th 1943.

By January 1944, his battalion was involved in heavy fighting in extreme conditions around Shaggy Ridge. On one occasion Noel narrowly escaped serious injury when a Japanese hand grenade exploded beside him, lifting him into the air. After the war, Noel returned to the family farm where he remained for the majority of his working life. He died at Casino on September 21st 2002, survived by his wife, formerly Miss Mary Smith, and his son William.
