Vic was born in Brisbane, QLD in 1899, eldest of three children of Stephen (Steve) Henry Bartlett (b1875 in Brisbane, QLD) and Isabella (Belle) Mary Moffatt (b1872 in Brisbane, QLD). Steve and Belle married in 1897 in Brisbane, where they settled and raised their family and Steve was a Carpenter and then Master Tailor. Following his discharge from the AIF in WWI, Steve and Belle moved to Amiens via Stanthorpe (Pikedale Soldier Settlement) where Steve was a Farmer. By the mid 1920s the family had returned to Morningside in Brisbane - Steve worked as a Salesman and Belle as a Shop Assistant. Steve was active in his local community - as a member of the Brisbane Amateur Athletic Association, as a founding member of the Kianawa Cricket Club, the first Scout Master of the Morningside Company of Boy Scouts, a founding member of the Bulimba branch of the Australian Natives' Association, and he was a regular exhibitor (and ribbon winner) of ponies at the Brisbane Show.

Vic was working in Brisbane as a Labourer when he enlisted in the Army in 1915, and in 1919 was a Carpenter in Brisbane when he married Ruth Annie Norris (b1895 in Kent, England) - Ruth immigrated in 1911, arriving in Brisbane with her parents and siblings on board the Otway. Vic and Ruth settled in Brisbane, where they raised their family and Vic worked as a Carpenter and Painter. In the late 1930s the family moved to Sandgate and Vic worked as a Secretary, Clerk and Cost Accountant. In the late 1950s Vic and Ruth separated, and Vic worked at the Bulimba Hostel as a Yardman. Vic died in 1978 and Ruth in 1980.
