Cecil was the fourth of seven children of Eli Butler (born 1880 in Gympie, QLD) and Lillian Steele (born 1887 in Ipswich, QLD).

Cecil was living in Toowoomba, QLD and employed as a Munitions Worker in 1943 when he enlisted in the RAAF. Cecil served as a Leading Aircraftman (Service No: 123635) with 3 Aircraft Depot and was Discharged in 1946.

Brothers - Colin Roy (Service No: QX57433) and David Henry (QX54213) also served in WWII.

Cecil married Noreen Mary Morrison (born 1923 in Manly, NSW) in 1945 in Chatswood. NSW - Noreen was serving with the RAAF as a Leading Aircraftwoman (Service No: 109998). 

Cecil and Noreen settled in  Ipswich, QLD where Cecil work as a Truck Driver/Owner until 1980 when they moved to Landsborough on the Sunshine Coast. Noreen died in 1985 and Cecil in 1999.
