Francis was the eighth of nine children of Edward Conway (born 1864 in County Clare, Ireland) and Rose Elizabeth Sophia Haines (born 1875 in Somerset, England). Edward arrived in Brisbane, QLD in 1884 on board the Chyebassa, and married Rose in 1896 in Boonah, QLD where they settled and Edward was a Police Officer. The family moved to Brisbane in 1917 when Edward was transferred to Red Hill Police Station.

Francis was living in Nudgee, Brisbane and working as a Salesman in 1937 when he married  Kathleen Phyllis Molloy (born 1912 in Boonah, QLD) in Nundah. Francis was a Shop Assistant and Clerk in March 1943 when he enlisted in the ACMF as a Private (Service No:Q269695). He was a Corporal attached to District Accounts Office QLD when he was Discharged in September 1945. Brothers Henry Edward (Service No:Q147567) and Peter Leonard (Service No:Q266077) also served in WWII.

Francis and Kathleen settled at Nudgee where Francis was a Salesman after the War. He died in 1966 and Kathleen in 1983.
