Arthur was the eighth of thirteen children of Francis Joseph Gavegan (born 1865 in Ireland) and Alice Maud Kay (born 1867 in Gayndah, QLD). Francis immigrated to Moreton Bay in QLD in 1876 and he married Alice at Gayndah, QLD in 1885. The family lived at Port Douglas in QLD where Francis was a Telegraph Operator until 1897, when they settled in Brisbane, QLD.

Arthur was a Clerk, living at Nundah and Clayfield, and enlisted in the Army in June 1940. He served as a Lieutenant (Service No: QX9621) with 2/25th Infantry Battalion, undertaking Garrison duties in Darwin, NT prior to embarking for the Middle East and taking part in the Syria - Lebanon Campaign against the Vichy French. He took part in fighting against the Japanese in New Guinea - Kokoda Track, Buna-Gona, Lae and Finisterre Ranges - and in Balikapan, Borneo. Arthur was Discharged in May 1946. Two of Arthur's older brothers served in WWI - Val DeLorm (Service No:380), Percy Carlyle (Service No:2361).

Arthur returned to Brisbane, QLD and worked as a Clerk. In 1947 at St Stephen's Cathedral in Brisbane, he married Leeta Emil Nebauer (born 1926 at Armidale in NSW). Arthur and Leeta settled in Brisbane and Arthur worked as a Clerk until his death in 1958. Leeta died in 2005.
