Son of Frederick Higgs and Mary Higgs of Railway Avenue, Drouin, Victoria formerly of London, England. At the time of enlistment he was living at Lonsdale Street, Dadndegong, Victoria

Commenced return to Australia on 11 May 1919 aboard HT Zealandia disembarking on 28 June 1919

During 1922c Frederick married Beatrice Olive Sinclair Winters in Victoria
