Jim was the youngest of six children of Thomas (Tom) Edward Mortleman (born 1884 in Gayndah, QLD) and Wilhelmina (Minnie) Rein (born 1885 at Mingo Crossing in Wide Bay, QLD). Tom was a Miner at Mingo Crossing, Mt Perry in QLD when he married Minnie in 1905. They moved to Mount Morgan in 1909, where Tom worked as a Miner until his death in 1926. Minnie died in Mount Morgan in 1939.

Jim was a Miner at Mount Morgan when he enlisted in the AMF in January 1940. He served as a Private (Service No:Q36223) with 42nd Infantry Battalion C Coy in New Guinea and was Discharged in December 1944. Older brother Norman William (Private; Service No:Q113543) also served with 42nd Battalion and was KiA in New Guinea in 1943.

Following his Discharge, Jim was working as a Labourer in Mackay, QLD in 1949, and married Veronica (born 1928) in Collinsville, QLD in 1951. Jim and Veronica lived in Mackay, where Jim worked as a Boilermaker's Assistant until they moved to Stafford in Brisbane, QLD in the late 1950's. Jim worked as a Cabinet Maker and Woodworker at Stafford in Brisbane, where he died in 2010. Veronica died in 2005.
