Ray was the second of seven children of William Williams (born 1871 in New Norfolk, Tasmania) and Amelia (Millie) Anne Cleland (born 1866 in Hamilton, Tasmania). William was a Grocer when he married Millie in Launceston in 1897. 

Ray wanted to be an architect, but the family was unable to afford university fees and he joined the Postal Service. Ray was a Postal Assistant in 1920 when he married Janet (Jen) Elizabeth Hutton (born 1900 in Penguin, Tasmania) in Launceston. Jen and Ray lived in Burnie, Tasmani where Ray was a Postal Clerk before moving to Monto in QLD as Postmaster. 

Ray enlisted in the ACMF in July 1942 and served (Service No:Q156515) with Lines of Communications Signals. Sons Leon Trevor (Corporal; Service No:TX11951) and Lorin (Leo) Donald (Signalman; Service Nos:T286401/TX12027) also served in WWII.

Ray and Jen returned to Tasmania where Ray was a Postmaster. Jen died in April 1974 and Ray in November the same year.
