Francis Lionel Jones was born 8 Jun 1866, a son of the Rev. I. Jones of Toowoomba, with historical accounts indicating his birth was in Brisbane but Qld BDM records do not confirm this. He was educated at Brisbane Grammar School earning employment as a Quantity Surveyor. Hi early Military Officers Service Record indicate he held the profession of Architect while living at Geebung, Brisbane. When he applied for a commission for WW1 in 1915 he gave his profession as Architect and living at Toowong, Brisbane.

He served as a Captain in the South African (Boer) War with the 4th Queensland Imperial Bushmen and at completion of his service he was honoured with a Mention in Despatches in the London Gazette, 29 Jul 1902. With the outbreak of WW1 he applied for a Commission and was granted the Commission of Captain with the Sea Transport Services. The commission was Captain for the voyage on the Suffolk embarking from Sydney 27 Nov 1915 on completion of which he was returned to Australia on the Commonwealth and appointment terminated in Mar 1916. On his application for a commission in WW1 in 1915 he noted he was married to Rose Mary Jones.
