Robert, born in 1908 in Sassafrass, Victoria, and the youngest of three sons of Archibald Mills (born 1877 in Scarsdale, Victoria and Jane Ann Simms (born 1879 in Sherbrook, Victoria), Archibald, who died in 1939, was a Sawyer. Jane raised their family in Ferntree Gully, Sassafrass, Victoria. Robert's older brother James Thomas Mills served as a Private (Service No: VX41769) with 2/1 Headquarters Guard Battalion from 1940  to 1945.

Robert was a Plumber living and working in Ferntree Gully, Sassafrass, Victoria before he enlisted,and he returned there following his Discharge.

By 1945 Robert had married Gladys Winifred Matthews (nee Hopkins) and they were living in East Brighton, Victoria where Robert worked as a Fitter until his death in 1980
