Cecil was the youngest of four children of Albert Friedrich Franz Kamp (born 1888 at Lowood in QLD) and Martha Helene Harm (born 1891 in Brisbane, QLD). Albert - a Blacksmith - and Martha married in 1908 and raised their family at Tarampa on the Darling Downs in QLD.

Cecil lived at Tarampa on the Darling Downs where he was a Blacksmith. In December 1942 he was stationed in Cairns, QLD with Bulk Issue Petrol and Oil Depot, AASC (Private, Service Nos:Q108706/QX53037) when he married Thelma Jean Connors (born 1925 in Cairns, QLD). Thelma served in the Australian Army Womens' Service as a Private (Service No:QF271600) in 1943/1944, and her father George Connors (nee Englebert James Roebig) served in WWI (Service No:3576) and WWII (Service No:Q545977). Cecil was attached to 113 General Transport Coy when he was Discharged in December 1945.

Following his Discharge, Cecil and Thelma lived at the Housing Camp in Wacol, Brisbane, QLD where Cecil worked as a Spray Painter. He and Thelma divorced in 1950 and Thelma remarried. Cecil lived in Brisbane - Inala, South Brisbane, Paddinton, Kangaroo Point and Fairfield working as a Truck Driver, Garage Attendant, Conveyor Man and Labourer. He died in 1983.
