Neil was the youngest of three children of Walter John Palmer (born 1865 in Green Ponds, Tasmania) and Fanny Elizabeth Wellard (born 1869 in Port Sorrell, Tasmania). Walter (a Storekeeper) and Fanny married in 1895 in Ulverstone, Tasmania.

Neil was a Pupil Teacher in Devonport, Tasmania in 1923, before moving to Wagga Wagga, NSW where he was a Bank Clerk in 1933 when he married Victoria (Vicky) Conwell Aldred (born 1911 in Wilmot, Tasmania) in Henty, NSW. In 1943 Neil enlisted in the Army (Sergeant; Service No:TX1917) and was attached to 16th Battery 2/8th Field Regiment when he was Discharged in March 1944.

Returning to Tasmania, Neil was Manager of the Commonwealth Bank in Franklin when he and Vicki were granted a Decree Nisi in March 1953. Neil relocated to QLD where he was Manager of the Commonwealth Bank in Cloncurry in 1955 when he married Rita Florence May Starr (born 1913 in Cloncurry, QLD). Rita was a Nurse and had worked at Cairns and Townsville Hospitals. Neil and Rita moved to Brisbane and later to Innisfail where Neil was a Bank Manager. They retired to Brisbane, QLD where Rita died in 1990 and Neil in 1996.
