Husband of Lily O'Neill nee Jessup of Gordon Street, Albert Park, SA. At the time of his death Francis was living in Goolwa, SA.

Previously Francis had served in South Africa with the Colonial Scouts for over three years

Commenced return to Australia on 5 July 1916 aboard HS Karoola disembarking on 2 August 1916 at Melbourne for onward travel to Adelaide
