Joe was the third of six children of Lewis Henry Ballard (b1882 in Kiata, Victoria) and Annie (Dot) Irene Elsie Williams (b1887 in Boggabri, NSW). Lewis (a Labourer) and Dot married in 1904 in Yilminning near Narrogin WA before moving to Perth WA.

Joe worked as a Wood Machinist in Perth, WA and in 1940 married Iris (Betty) Annetta Barrows (b1920 in Leicestershire, England) - Betty had arrived in Fremantle WA in 1931 on board the Hobson's Bay.

In December 1940 Joe enlisted in the RAN as an Ordinary Seaman (Service No:F3295). In December 1941 he was serving on HMAS Wyrallah when he was promoted to Able Seaman and in December 1945 Joe was an Able Seaman attached to HMAS Penguin when he was Discharged.

Joe and Betty settled in Perth WA where he worked as a Wood Machinist before moving to Ferndale in Canning WA in the 1970s, where he was a Supervisor. Both Joe and Betty died in 2013 - Joe in March and Betty in September.
