Arthur was the fourth (and only son) of five children of Edwin Cook (born 1853 in London) and Emily Esther Hill (born 1862 in Ewell, Surrey). Edwin and Emily married in 1887 in South Melbourne in Victoria, where Edwin was a Baker. The family moved to Fremantle in Western Australia following Arthur's birth in 1893, and in 1902 Edwin, Emily and their children were living in East Perth where Edwin was a Baker until he died in 1919 - Emily had died in 1909.

Arthur was a Labourer in Perth, WA when he enlisted in the AIF in 1915 as a Private (Service no: 2617). Initially with 6/28th Battalion, Arthur transferred to 51st Battalion and was injured at Moquet Farm in France in 1916. Captured by the Germans, Arthur was a PoW at Grafenhoehr Camp in Germany until repatriated to England on 21 December 1918. Following his Discharge in 1919, Arthur returned to Perth, WA where he worked as a Labourer until 1935.

In 1936 Arthur moved to the Kalgoorlie region in WA where he worked at Mt Magnet and Mt Leonora as a Prospector until his death in 1944
