Son of George Officer and Julia Bertha Officer nee Simson of Tintern Avenue, Toorak, Victoria.
Between 19 March 1919 and 24 May 1919 William was granted leave with pay to study wool classing at the Technology College in Halifax. He later took extra time without pay during which time he spent with Dalgety & Co., London and returned to Australia at his own expense.
Commenced return to Australia on 28 October 1919 aboard HT Niagara disembarking on 10 November 1919 at Melbourne for onward travel to Sydney.
