Son of William Semmens and Alice Semmens nee McDonnell of Toogabbie, Victoria. Brother of William James Semmens, Mary Agnes Semmens, Ellen Jane  Semmens, Sarah Semmens, Lawrence Henry Semmens and Ada Alice Semmens

On 17 March 1919 he was granted leave to study at the Council of Legal Education at 15 Old Square, London, England

Commenced return to Australia on 8 October 1919 aboard HT Benalla disembarking on the 25 November 1919

Husband of Ethel Mary Semmens nee Taylor. Clarence and Ethel married on 21 August 1919 St Peter's and Paul's Church, Upper Teddington, Middlesex, England. Assistant Priest, Charles G.G. Barrett officiated.
