Son of Richard James Chappell and Elizabeth (nee Osborne) Chappell of Swan Hill, Victoria. Elizabeth later remarried and moved to Western Australia and was know as Elizabeth Walker. Brother of Clarice May James nee Chappell of Tyntynden, Victoria
