Norton was the son of Timothy Stedman Moore and Elizabeth Moore nee Blake.
In 1920 Horton married Shirley Beatrice Nicholas.

Horton Percy Moore was born on 27 April 1876, in Benalla, Victoria, Australia, his father, Timothy, was 36 and his mother, Elizabeth, was 38. He Enlistment into the AIF on 23 November 1914 and was given the regimental number 303 and placed into the 10th Light Horse Regiment, B Squadron, he embarked on, 17 February 1915 from Fremantle WA onboard the HMAT, Mashobra. Horton moved through the ranks from Private to his final rank of Lieutenant. He was discharge from the Australian Imperial Force in 1919
He married Staff Nurse Shirley Beatrice Nicholas in 1920 in Bendigo, Victoria, Australia. They had two children during their marriage. He died on 18 December 1950, in his hometown at the age of 74, and was buried there.
