Cecil was the son of Thomas and Lochlena O’Brien and was born and raised in Hobart, Tasmania. His father died when he was only three years of age.

His older brother, 901 Pte. Harry O'Brien 40th Battalion AIF was killed in action near Houplines on 10 April 1917.
