William was born in 1893, the third child of William Irving and his wife Ellen nee Rae.

He moved with his family to Moyarra in 1909.

After his return to Australia he married Anne Gertrude Bunn in 1922. He and Annie raised 5 children'

Bill first worked as a contractor with his brother making dams, but then joined what was then the P.M.G. and was in the party of workers who installed the first telephone lines to Wilson's Promontory.

He retired in 1958.
