"Private Francis Winterburn Kemp was born on the 26th of March, 1885. He obtained his Merit Certificate in 1899 at School 1090, Sorrento, where his father, Mr. John W. Kemp, was head master.
He remained there till 1904, and, while acting as monitor, passed all the junior-teacher examinations.
In that year, he was appointed temporary head teacher in charge of half-time schools at Watgania and Lalkaldarno. He was afterwards in charge of schools at Lardner's Junction, Lowry, Kurkurrac Creek, Callignee, Pound Creek, Lower Tarwinn, Hurdle Creek East, Carboor East, Tandarook, Kalpienung, Cannie, Chetwynd. He was then assistant at Ballarat Central, and in 1911 became a relieving teacher.
Later, he was associated with schools at Warrnambool, Yarragon, Fosterville, Warrion, Glenroy, Mildura, North Geelong, Auburn, Buangor, Coleraine, Barnawartha, and Elliminyt.
