Son of Frederick and Caroline Milgate of Moama, NSW. Brother of Sydney Valentine Milgate who was killed in action of 16 October 1917 while serving with the 57th Battalion and Alfred James Milgate who returned to Australia on 25 March 1919 having served with the 14th Machine Gun Company
