Thomas was the son of Daniel and Margaret Devine of Goodna, Queensland. He was killed in action during March 1918 when the 9th Battalion was in the trenches near Hollebeke in Belgium, not far from Ypres. His remains were found and his identity disc returned to his family during 1921.

His older brother, 464 Pte. Stephen Patrick Devine (served as Ryan) 42nd Battalion AIF, was killed in action 4 October 1917, aged 35.

Another brother, Daniel Devine 49th Battalion AIF, enlisted at the age of 41 and was sent home medically unfit during late 1917.
