Arthur Percival Ballinger was born in Coleford, Gloucestershire, England in 1889. It is not known when he came out to Australia, but he was running a business in New Zealand during 1910, called Ballinger Bros., general merchants, along with his brothers, Allen Edwin Ballinger and Frank Robert Ballinger. He stated on enlistment that he was an orchardist.

Arthur had a very short army career, enlisting on 10 May 1915. He joined the 3rd Battalion on Gallipoli on 4 August 1915, two days before the Battle of Lone Pine, where he was shot in the chest and very badly wounded on 7 August 1915. It was less than three months since he had enlisted in Sydney, New South Wales.

He was taken by hospital ship to Cairo and on 23 September 1915 he was evacuated to England, being admitted to Reading War Hospital in early October 1915. His wound was very serious, including broken ribs, and damage to his heart and left lung. He was invalided to Australia on 8 May 1916.

Not long after he returned to Australia, his brother, 162 Private Allen Edwin Ballinger 19th Battalion AIF, died of wounds near Pozieres on 27 July 1916, aged 35.

Arthur Percival Ballinger was put on a full pension but died in Katoomba on 28 February 1918, only 18 months after he was shot at Lone Pine. He was living at Ourimbah, near Gosford and his name is on the war memorial at Ourimbah.

His name is not listed on the Australian War Memorial Roll of Honour.
