Son of Fanny Louisa Lucas, of 79, Peel St. North, Ballarat East, Victoria, Australia, and the late Edward James Lucas.

His father was killed in a mine accident in Daylesford during October 1894. Charles seemed to have attended the Ballarat Orphanage, although after his death his mother Fanny Louisa received his medals in Peel Street Ballarat.
