Walter Joseph Ruffin was born in 1875 at Geelong, Victoria, a son to George Hall Ruffin and Honoria Ruffin (nee Nugent). When he enlisted in the 5th QIB in 1901 he was living, and working as a miner, at Charters Towers, Queensland and noted his N.O.K. as his father G. Ruffin at Northcote, Victoria. He married Minna Augusta Hubner on 5 Nov 1904 in Queensland and they had 2 children.

He served in both the South African (Boer) War and WW1. First service was as a Priivate S.N. 13 in the 5th Queensland Imperial Bushmen, Boer War. Second service was as a Private S.N. 2376 in the 47th Infantry Battalion AIF, WW1.
