Arthur was the son of William and Elizabeth Jane Hooper, of Smithton, Tasmania. He was working as a clerk in the National Bank at Sheffield, Tasmania when he enlisted. Arthur joined the 47th Battalion in Egypt prior to going to the Western Front. He was badly wounded at Pozieres on 12 August 1916, and evacuated to England with gunshot wounds to the buttocks and legs. He spent nearly 6 months in England recovering.

He was killed in action at Wytschaete in Belgium, behind the lines, when a high velocity shell struck the billet where he was playing cards. Six others of the battalion were reported to have been killed by the same shell.

His father was a Methodist minister in Tasmania during the war and had endured the responsibility of informing family of the death of their serving soldiers many times. He himself was informed by another minister of the Methodist church.
