Son of Michael O'Donnell and Emma Jane O'Donnell nee MacLennan of Rushworth, Victoria.
Between 7 May 1919 and 7 August 1919 Francis studied marine engineering with Forth Shipbuilding and Engineering Company Scotland.
Commenced return to Australia on 6 September 1919 aboard HT Euripides disembarking on 20 October 1919
