Son of Charles Hugo and Elizabeth Hugo nee Oates of Clunes, Victoria. Brother of Fred Hugo who returned to Australia on 15 July 1918 having served with the 28th Battalion

Commenced return to Australia on 1 June 1919 aboard HT Somali disembarking on 8 July 1919.

Husband of Mabel Ernestin Hugo nee Rogers of Perth, WA. Herbert and Mabel married during 1910c in Boulder, WA
