Roy was the third of four children of Thomas John Patrick Toohey (born 1889 in Bourke, NSW) and Elizabeth Williamson (born 1893 in Charleville, QLD). Thomas was a Mail Contractor in Charleville, QLD in 1917 when he married Elizabeth and they settled in the Thargoninda region in QLD where they raised their family and Thomas worked as a Manager. The family moved to Tibooburra near Broken Hill, NSW in the late 1920's, and Elizabeth died in 1932.
Roy was a Station Hand at Tibooburra near Broken Hill, NSW when he enlisted in the Army in 1941. He was a Private (Service No:SX14298) with 26 Infantry Battalion and 2nd/48th Infantry Battalion, He served in the Middle East and New Guinea and was KiA at Tarakan (GSW to the abdomen). War correspondent Brennan wrote about the Japanes assault on Sykes in the Bulletin, stating 'Private Roy Toohey of Tibooburra, NSW, showing a complete disregard for personal danger, pressed on within a few yards of the position and killed the crew with a burst from his Owen'. Roy's three brothers also served in WWII - Thomas John (Private; Service No:SX1606), Sydney John (Private; Service Nos:SX20355/S62877) and Richard Thomas (Private: Service No:SX14441).
