Cecil was the eldest of six children of Edmund (Skinny) John Molloy (born 1901 in Ipswich, QLD) and Hulda (Hilda) Gorsch (born 1903 in Laidley, QLD). Skinny - a Labourer - and Hilda married in Ipswich in 1923. In the mid 1930s the family moved to Cleveland and then to Wulkuaka at Goodna where Skinny was a Coal Miner.

Cecil was a Labourer in Ipswich, QLD when he enlisted in the Army. He served as a Private (Service Nos:QX57102/Q143658) and was attached to 7 Base Ordinance Depot when he was Discharged in September 1946. The State Library of QLD holds a copy of Cecil's story written by Matthew Bird (2001) Serving at Home - a brief history of Cecil John Molloy.

In 1946 Cecil married Audrey Marginson (born 1923 in Ipswich, QLD) in Ipswich, where they settled and Cecil worked as a Labourer. Audrey died in 1995 and Cecil in 2008.
