Cecil (aka Lloyd) was the youngest of ten children of Alfred (Ted) Davies Edwards (born 1862 in London, England) and Henrietta Maud Effland (born 1877 in London, England). Ted and Henrietta married in Kalgoorlie, WA in 1896. Ted had been in the British Army before immigrating, and was a gold prospector in the Murchison and north -  west regions - using a caamel team to cart stores and mining supplies. During WWI Ted was a recruiter in Kalgoorlie, and was involved in commanding and training the senior cadets and boy scouts. He died in 1923 when Lloyd was three years of age, and Henrietta moved to fremantle with the children.

Lloyd grew up in Fremantle and Swnbourne, attending Fremantle Boys' School until fourteen years of age when he joined the WA Public Service as a Messenger Boy with the Lands and Surveys Department. He attended night school to complete his Junior Certificate, and in 1938 joined the CMF with Royal Australian Artillery 3rd Field Brigade. In February 1940 Lloyd enlisted in the RAAF, initially a Leading Aircraftman (Service No: 8816), he was promoted to Flight Lieutenant. Lloyd served operationally in the Cocos Islands, Ceylon, India, Burma and New Guinea. He was awarded the American War Medal - a Presidential Citation for service with the American 380th Bombardment Group. and was part of the search for survivors of HMAS Sydney. 

Lloyd's older brother Garland was a Corporal (Service no: WX27391), and four Brothers-in-Law served in WWII - Captain Stephen Martin Kellow (Service No: 37399); Flight Lieutenant Leslie Arthur Booth (Service no: 267435); Leading Aircraftman Robert Sydney Moysey (Service No: 82673); and Warrant Officer Fred Alexander Garden (Service No: WX29754).

Following his Discharge in January 1946, Lloyd returned to Perth and work as a Public Servant with the Department of Lands and Surveys. In 1948 he married Ruby Ann Rodgers (born 1921 in Perth). Ruby was a Clerk. Lloyd and Ruby settled in Perth and Lloyd continued as a Public Servant. He died in 2008 and Ruby in 2010.
