An educationalist, Francis Daniel Harrison was the second oldest of five children of Daniel Harrison and Harriet Hill, both of whom hailed from the Illawarra district of New South Wales.

Born at Murrumburrah (near Harden), New South Wales in 1889, Frank Harrison received his early education at the Cleveland Street Public School in Sydney's Surrey Hills. Appointed to the Department of Public Instruction as a teacher in January 1910, he undertook a Bachelor of Arts degree at the University of Sydney, graduating in March 1914. He was appointed to the East Maitland High School on 24 January 1914 as an Assistant Junior Staff Member. Frank remained at the school for almost 15 months before transferring to the NSW Local Government office in Sydney as a clerk. He was only in this position a matter of days before he enlisted in June 1915 for military service with the Army Medical Corps.

Based at Liverpool camp, he became outspoken about the inadequacies of training of troops. Giving evidence at a Royal Commission into the administration of Liverpool camp in July 1915, he said that he had been at the camp for one month and during that time he had not received any training that would "fit him for service at the front".

Taken on strength of the 2nd Australian General Hospital in Egypt, he undertook nursing duties on ships ferrying invalids back to Australia. In September 1916 he arrived in England and in the following December was assigned to the 7th Field Ambulance in France. He was to serve with this unit until the Atmistice.

His skills as an educator were finally recogised in November 1918 when he was granted a commision and appointed as the Education Officer to the 22nd Battalion, a position he held until repatriated to Australia - arriving home in May 1919.
