Son of George John Vagg and Florence Helen Agnes Vagg nee Dow of Cobden, Victoria. Brother of Frederick (Fred) Vagg who returned to Australia on 24 August 1918 having served with the 38th Battalion.
Commenced return to Australia on 20 April 1919 aboard HT Boonah disembarking on 8 June 1919.

During 1925c Arthur married Susannah Mildred Pope in Victoria.
