Norman was the eldest son of Martin and Annie M. Wagner, of Rosewood, Queensland, though he was only 18 years and 1 month when he died.

He was badly wounded in the legs by shrapnel on 13 August 1916 and died four days later in the 1st Canadian General Hospital at Etaples, France.

His father noted on his roll of honour form that he was a member of the Crows Nest Rifle Club, at the time of enlistment, and as a Cadet did good work with the Rifle, winning 3rd Prize, Bisley Handicap at Allora State School, Qld. He also won Gold Medal for 1 Mile Foot Race at Crows Nest.
